0.4.0 Hotfix 10

We really do need Vulkan fixed on B580, no error codes on crash, just doesn't work anymore.

B580 performance on DX12, even with XeSS and lowering other settings, doesn't come remotely close to the performance that Vulkan had pre 0.4
