Toggle secondary skill set (instead of holding a button)

As title suggests, right now to use the secondary skill set players have to hold the left shoulder button. This isn't very thoughtful. The secondary skill set should be self independent, or at least has the ability to do so. It's just considered as a temporary solution in addition to the primary skill set, which is a shame.
