Arcane Isle Hideout - Unable to place items on tower level

On the Arcane Isle hideout, which is pretty expensive, I am unable to place items such as waypoints and stashes on the top floor of the tower. Opening the editor selects the utility doodad on the bottom "floor" of the hideout, but I can't move them up the stairs or place them up the stairs.

I've tried to reclaim and replace but have been unable to get a waypoint or stash up in the tower.

Having the same issue on PS5 as well

Same for me. Also on PS5. Annoying as it was so expensive.

Also on ps5 and am having the same issue. Frustrating as we can’t import hideout layouts on ps5
